A graduate of International Relations at Cardinal Stefan Wyszyński University in Warsaw, Law at Lazarski University, and postgraduate MBA studies in Energy and Climate Policy Management at Collegium Civitas, in partnership with the Paweł Adamowicz Civic Studies Centre.

He completed doctoral studies and defended a PhD dissertation in the discipline of legal sciences entitled “The NUTS Classification and Its Significance for European Union Law and Polish Domestic Law” at the Faculty of Law and Administration of the University of Warsaw.

Author of academic publications in the fields of local government law and regional policy; participant in national and international academic conferences.

He studied in South Korea, where he completed a six-month programme in the Korean language and culture at the Korean Language Institute of Yeungnam University.

Participant and graduate of political and civic programmes organised by the European Committee of the Regions, the National Democratic Institute, and the School of Political Leaders.

Member of the team responsible for preparing the opinion of the European Committee of the Regions entitled “CoR Recommendations for Local and Regional Authorities on the Successful Development of Regional Development Strategies after 2020.”

Ambassador of the European Climate Pact. Member of the Mazovian Council for Public Benefit Activity.

He gained professional experience in central government and local government administration.

Vice-President of the Polish People’s Party (PSL) in the Mazovian Voivodeship and member of the party’s National Council.

For many years associated with the regional government of the Mazovian Voivodeship – since 2018 as a regional councillor, and since 2023 as Vice-Chair of the Mazovian Regional Assembly.

From January 2024 to September 2025, he served as Undersecretary of State at the Ministry of Funds and Regional Policy.

On 16 September 2025, he was appointed Undersecretary of State at the Ministry of Energy.
